...Watching Fay...

I have to admit that yesterday is my absolute favorite weather day.
Breezy and overcast with a rain that lasts for hours. Dying tropical
cyclones usually do the trick. Temperatures across Central Alabama
never made it out of the 70s. Perfect.

FAY'S PROLIFIC RAINFALLS: Fay dumped a single-storm record rainfall
of 22.83 on Cape Canaveral. An even higher amount of 26.65 inches was
recorded at Wendover Farms near Melbourne. Several twenty inch
amounts were reported in the area. If the 26.65 inch amount checks
out, it will make Fay the fourth wettest tropical cyclone to affect
Florida. There was a 22 inch report in Tallahassee. Several reports
in excess of 16 inches have been received. It will be interesting to
see the final reports.

HOW MUCH MORE RAIN? Fay moved northwestward Saturday afternoon and
evening into Southwest Alabama. It pushed a large shield of rain into
the state. Rainfall amounts were relatively light over North Central
Alabama. Heavier rains fell from t he more pronounced rainbands over
South Central sections. After nightfall, the rainbands began to
intensify, and as shear increased so did the tornado threat. A
tornado watch was issued for the overnight hours across South Central
and Southeast Alabama. The steering currents should collapse and the
remnant low will find itself stranded over Mississippi. As it does,
Alabama will be in the moist southerly flow and rainbands will reform,
wrapping their way into the center of the low. This means more rain
and storms through the day today. Heavy rainfall will be possible
with the stronger bands. With some heating, thunderstorms that do
form could produce tornadoes given the shear present. The remnant low
will meander around southern Mississippi through Monday, sending
additional waves of rain and storms our way. A nearly stationary,
decaying tropical cyclone can produce some incredible rainfall
amounts. Given three days, parts of Alabama could see rainfall
amounts in the 7-14 inch range. Will that happen? Only time will
tell. But it certainly is a potentially serious situation.

Antilles last night and is now over the Caribbean. Conditions are
favorable for a tropical cyclone to develop in the next couple of
days. It would pose a threat to Hispaniola and Jamaica or the
Bahamas. It could eventually pose a threat to the U.S. Southeast or
Gulf Coasts.

ON THIS DATE IN 1893: The Hurricane Season of 1893 was an especially
bad one for the United States. Only two other seasons in history have
seen six hurricanes strike the U.S. coast. On this date, a hurricane
made landfall near present-day Kennedy Airport in New York City with
top winds of 90 mph. The storm surge swamped a resort on Hog Island,
completely washing it away. Modern emergency managers fear what a
similar storm would do today. Only twenty five people died in the New
York hurricane, but the six storms that year killed a total of four
thousand people, making it second only to 1900 as the deadliest in
U.S. history. Just three days later, the Sea Islands hurricane would
strike the South Carolina coast, killing at least 2000.

...Hey Fay...

Four U.S. landfalls from a tropical cyclone. I am slowly going back
through the North Atlantic hurricane season records to see if we have
ever had anything like it. It doesn't look like we will see a fifth,
now that the center has edged a little further inland over the Florida
Panhandle. But with this storm, you never can tell.

FAY UPDATE: Fay did move inland early this morning southwest of
Tallahassee. It is wobbling across the Florida Panhandle. By tomorrow
morning it should be over southern Mississippi. It will loop around
over southern Mississippi and Southeast Louisiana before starting back
northeast on Tuesday. It should move slowly across Central Alabama
Tuesday and Tuesday night and be in eastern Tennessee by Wednesday
morning.

FAY AND ALABAMA: A nice outer band rotated up through Central Alabama
this morning, but rainfall amounts were light. Through the morning
hours, the rain shield filled in nicely across much of the state. The
heaviest rain was still to the south from about Montgomery south and
east. The National Weather Service maintains a flash flood watch for
areas south of a line from Livingston to Centreville to Lafayette.
Three to six inches of rain is possible over South Central Alabama.
Southeast Alabama could see tornadoes today, and much of South Alabama
tomorrow. They would be more likely if we weren't under an extensive
cloud shield and could get some sunshine to percolate storms.
Tropical storm force winds will be felt along the immediate coast with
gusts to tropical storm force over South Alabama as the center moves
south of the state tonight.

WILD QPF: But potential flooding is the big story. As the storm
meanders over the Southland during the next five days, rains could
become a huge problem. Five day quantitative precipitation forecasts
from Washington have been increased even further, now calling for at
least seven inches over 90 percent of the state (only Tennessee Valley
escapes.) That same forecast this morning is calling for 7-12 inches
in the I-20 corridor through Thursday morning. That sounds high, but
nothing is off the board with a slow moving, decaying tropical system.

THE FORECAST: Periods of rain through Sunday. It will be breezy, with
east and southeast winds at 15-25 mph. A wind advisory is in effect.
More waves of rain and storms on Monday and
Tuesday. Areas that find themselves under a heavy rain band could
pick up an inch of rain rather quickly. The northeastern semicircle
of a system (where we will be) is a favored area for tornadoes with
such systems, but it doesn't look like too much of a problem for us
right now. By Wednesday, the showers and storms should become more
scattered as we wave goodbye to Fay.

REST OF THE TROPICS: We could see a tropical depression form in the
next three days over the Caribbean.

ON THIS DATE IN 1963: Project Stormfury was armed and ready as
Hurricane Beulah moved across the Atlantic Ocean north of Puerto
Rico. An armada of planes carried out the seeding and monitored the
results of the experiment. On the 23rd, Beulah did not really meet
the criteria for seeding. On the following day, the storm met the
criteria, which included having a well-formed eyewall and the seeding
appeared to be successful as the eyewall disintegrated. No other
hurricanes would be seeded until 1969 because of a lack of good targets.

TO 10 FEET ARE FORECAST OVER THE GULF WATERS.

TROPICAL STORM FAY CONTINUES MOVING SLOWLY WEST ALONG THE FLORIDA
PANHANDLE. THE BROAD CENTER OF FAY WAS LOCATED AT 11 AM JUST
NORTHEAST OF PANAMA CITY FLORIDA.

THE STRONGEST WINDS ASSOCIATED WITH TROPICAL STORM FAY WILL AFFECT
THE COASTAL COUNTIES OF THE WESTERN FLORIDA PANHANDLE AND SOUTHWEST
ALABAMA STARTING THIS AFTERNOON AND EVENING.

PERIODS OF PROLONGED HEAVY FLOODING RAINS WILL SPREAD FROM EAST TO
WEST ACROSS THE AREA TONIGHT AND SUNDAY.

A FLASH FLOOD WATCH IS IN EFFECT THIS AFTERNOON THROUGH SUNDAY.

AT 11 AM CDT...THE CENTER OF TROPICAL STORM FAY WAS LOCATED NEAR
LATITUDE 30.3 NORTH...LONGITUDE 85.6 WEST...OR JUST NORTHEAST OF
PANAMA CITY FLORIDA AND ABOUT 100 MILES EAST OF PENSACOLA FLORIDA.

FAY IS MOVING TOWARD THE WEST NEAR 7 MPH...AND THIS MOTION IS
EXPECTED TO CONTINUE DURING THE NEXT DAY OR TWO. ON THE FORECAST
TRACK...FAY WILL BE NEAR OR OVER THE GULF COAST OF THE WESTERN
FLORIDA PANHANDLE TODAY AND TONIGHT...AND NEAR OR OVER THE GULF COAST
OF ALABAMA ON SUNDAY.

MAXIMUM SUSTAINED WINDS ARE NEAR 45 MPH...WITH HIGHER GUSTS. NO
SIGNIFICANT CHANGE IN INTENSITY IS EXPECTED DURING THE NEXT 24 TO 36
HOURS.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 90 MILES FROM THE
CENTER...MAINLY OVER WATER SOUTH OF THE CENTER.

ESTIMATED MINIMUM CENTRAL PRESSURE IS 998 MB...29.47 INCHES.

...INLAND FLOODING...

FLOODING FROM EXCESSIVE RAINFALL IS EXPECTED TO BE THE MAJOR IMPACT
FROM TROPICAL STORM FAY. THE HEAVY RAINS WILL ONSET FROM EAST TO
WEST TODAY. DURING THE 24 HOUR PERIOD ENDING EARLY SUNDAY
MORNING...SOME 10 TO 15 INCHES OF RAIN COULD FALL ACROSS THE AREA.
THE AXIS OF THE HEAVIEST OF RAINFALL THROUGH SUNDAY MORNING IS
EXPECTED TO BE ACROSS SOUTH CENTRAL ALABAMA AND THE WESTERN FLORIDA
PANHANDLE. THOSE HEAVY RAINS ARE FORECAST TO SHIFT WESTWARD ACROSS
SOUTHWEST ALABAMA AND INTO SOUTHEAST MISSISSIPPI SUNDAY THROUGH
MONDAY MORNING.

THE FORECAST RAINFALL AMOUNTS COULD RESULT IN SIGNIFICANT FLASH
FLOODING. WIDESPREAD MODERATE TO MAJOR FLOODING OF RIVERS AND
STREAMS IS POSSIBLE WELL INTO NEXT WEEK...ESPECIALLY OVER SOUTHERN
ALABAMA AND THE WESTERN FLORIDA PANHANDLE WHERE HEAVIER RAINS ARE
CURRENTLY FORECAST.

GUSTY WINDS FROM 25 TO 35 MPH WILL BEGIN TODAY ACROSS SOUTH CENTRAL
ALABAMA AND THE WESTERN FLORIDA PANHANDLE...AND THEN SPREAD WESTWARD
ACROSS SOUTHWEST ALABAMA INTO SOUTHEASTERN MISSISSIPPI THIS EVENING
AND OVERNIGHT AS THE CENTER OF FAY MOVES WEST ALONG THE GULF COAST.

...TORNADOES...

THE RISK OF TORNADOES IN OUTER RAIN BANDS WILL INCREASE THIS
AFTERNOON AND EVENING OVER SOUTH CENTRAL ALABAMA AND THE WESTERN
FLORIDA PANHANDLE AS FAY MOVES WESTWARD. THE RAIN BANDS ON THE
NORTHEAST AND EAST SIDE OF FAY ARE MORE LIKELY TO PRODUCE TORNADOES.
