A TROPICAL STORM WARNING REMAINS IN EFFECT FOR MOBILE AND BALDWIN
COUNTIES OF SOUTHWESTERN ALABAMA.

AT 7 AM CDT...THE POORLY-DEFINED CENTER OF TROPICAL STORM MATTHEW
WAS LOCATED NEAR LATITUDE 29.5 NORTH...LONGITUDE 90.8 WEST OR NEAR
HOUMA LOUISIANA.
MATTHEW IS MOVING TOWARD THE NORTH-NORTHEAST NEAR 11 MPH AND A
MOSTLY NORTHWARD MOTION IS EXPECTED TODAY...BRINGING THE CENTER
FARTHER INLAND OVER LOUISIANA.
MAXIMUM SUSTAINED WINDS ARE NEAR 40 MPH VERY NEAR THE STORM'S CENTER
WITH HIGHER GUSTS. MATTHEW IS EXPECTED TO WEAKEN TO A TROPICAL
DEPRESSION TODAY.
TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 115 MILES MAINLY
TO THE EAST OF THE CENTER.
THE ESTIMATED MINIMUM CENTRAL PRESSURE IS 1000 MB...29.53 INCHES.

NO EVACUATION ORDERS OR RECOMMENDATIONS HAVE BEEN ISSUED.
...STORM SURGE FLOOD AND TIDAL IMPACTS...
STORM SURGE FLOODING OF 2 TO 4 FEET ABOVE NORMAL TIDE LEVELS WILL
IMPACT THE WARNING AREA EARLY THIS MORNING. ASTRONOMICAL TIDES HAVE
ALREADY BEGUN TO FALL...SO THIS WILL OFFSET SOME OF THE SURGE IMPACT
DURING THE AFTERNOON. WATER LEVELS ARE CURRENTLY RUNNING ABOUT A
FOOT ABOVE PREDICTED LEVELS. DAUPHIN ISLAND WILL LIKELY HAVE GULF
WATER BREACHING PORTIONS OF THE WEST END AND INTO THE SOUND. THESE
ARE AREAS WHERE SUBSTANTIAL EROSION OCCURRED IN ASSOCIATION WITH
HURRICANE IVAN. WATER WILL BE TRAPPED ON BIENVILLE BOULEVARD AS THE
WATER LEVELS RECEDE SUNDAY. BALDWIN COUNTY BEACHES WILL SEE STORM
SURGE FLOODING OF 2 TO 3 FEET ABOVE NORMAL TIDE LEVELS. THIS WILL
SEND WATER UP UNDER MANY OF THE GULF FACING BEACH PROPERTIES.

OVERALL...THE WIND IMPACT WILL BE LOW. SUSTAINED WINDS ALONG THE
IMMEDIATE COAST OF 30 TO 40 MPH CAN BE EXPECTED WITH OCCASIONAL
HIGHER GUSTS. WIND SPEEDS OF THIS MAGNITUDE WILL MAINLY BE
EXPERIENCED WEST OF GULF SHORES ALABAMA AND SHOULD BE LIMITED TO NO
MORE THAN ABOUT 3 HOURS THIS MORNING AND EARLY AFTERNOON. SOME
ADDITIONAL MINOR WIND DAMAGE COULD OCCUR TO PREVIOUSLY DAMAGED
STRUCTURES AND ROOF TARPS MAY BE BLOWN OFF.
...RAINFALL AMOUNTS...
ONCE MATTHEW'S CENTER MOVES ASHORE OVER SOUTHERN LOUISIANA...EXPECT
THE PRECIPITATION AREA TO EXPAND IN AREAL COVERAGE. THE HEAVIEST
RAINFALL WILL OCCUR EAST OF MATTHEW'S CENTER AND WILL LIKELY EXTEND
INTO SOUTHWEST ALABAMA. A FLOOD WATCH REMAINS IN EFFECT FOR MOBILE
AND BALDWIN COUNTIES THROUGH THIS EVENING. RAINFALL TOTALS BETWEEN
2 AND 4 INCHES ARE POSSIBLE...WITH LOCALLY HIGHER AMOUNTS WHERE
THUNDERSTORMS MOVE REPEATEDLY OVER THE SAME AREA.
.TORNADOES...
ISOLATED TORNADOES ARE POSSIBLE LATER TODAY. SOME OF THESE STORMS
MAY CONTAIN TORNADOES. THE TORNADO THREAT WILL FIRST INCREASE OVER
THE COASTAL WATERS THROUGH LATE MORNING AND THEN ALONG THE COASTAL
COUNTIES OF BY EARLY AFTERNOON. INDIVIDUAL STORMS WILL MOVE FROM
THE SOUTHEAST TO THE NORTHWEST ALONG RAINBANDS ASSOCIATED WITH
MATTHEW. STORMS THAT DEVELOP OVER INLAND AREAS COULD ALSO PRODUCE
TORNADOES.
